Kagerou's implementation is good here but c'mon, elevating his actions as just being tsundere? It only means that Kagerou won't do the same to other people as what he did to Sakura there, because others don't have a value to Kagerou like Sakura does in her curry; Kagerou is still evil and him fighting Olteca is evil vs evil (Olteca for sure doesn't only have Igarashis or Hiromi as his foes).
