I feel like the meaning has changed as it has become used more in wider conversation regarding TV in general rather than just anime. When people read the word "filler" they'll just think of it in the general usage applicable to TV shows instead of thinking of it's original meaning, especially in the case of a show like Donbrothers, which isn't an adaptation of anything.

Personally, I consider a "filler episode" to be any episode you can remove from the series without impacting the overall plot. This does not apply to this episode of Donbrothers. If you were to skip this episode, you'd miss out on Haruka, Shinichi and Tsuyoshi finding out each others identities, details about Jins situation, his first meeting with the Noto and the reveal of Miho as a Juuto.

The main plot might seem like a goofy filler plot, but it's actually the build up to the identity reveal
