I guess it counts as a civilian death and they'll be revived after the end of the current DGP with no memories of the previous world. Same thing may have happened to Michinaga offscreen in Episode 1 before he rejoined.

I really hope we know about his backstory soon.
You're right, I noticed that as well. Like, I know being mysterious and nonchalant is Ace's main thing, but it's kind of ridiculous how often he has his back turned to people in this episode. Hopefully, the Geats VS Buffa rivalry coming to the foreground will force Ace in to a more active role.

This is the overprotective-type, with her putting GPS trackers on Neon too, so even her realizing that streaming exposes her location won't help. The slap scene is also brutal, which is good to increase the intensity of the abuse and make her a detestable figure, and her gaslighting also doesn't help. Irumi being overprotective would claim that she wants the best for her, but as Neon pointed out, Irumi treated her like a doll instead of a person, especially other than Neon not being a child anymore, Neon had become a competent fighter at this point (including blocking Irumi's slap, outside Rider), a growth which Irumi can potentially ignore.
While Irumi may have a sympathetic motivation for wanting to control Neon as a parent wanting to protect their child, that still doesn't make it okay, it just makes her little better than the kidnapper. She goes even further this time, by using her power to pull all the videos from Neon's channel as punishment for disobeying her and the reveal that Neon's escape attempts were foiled not only by streaming her own location but also from a GPS Irumi planted on her, yeah, that's bad. I have to praise Neon for actually finding the courage to scold Irumi and assert that she
will
leave her home, whether Irumi likes it or not. I hope Neon maintains this quality of character throughout the show, she could become one of the best female Riders.

One of the DGP rules is that, being a griefer reduces your score (-1000), and Kanato plays like that, as someone who tries to ruin or hinder most other players, like being a teamkiller. Being a misantrophe is his downfall in DGP, as he can't stop antagonizing other humans in battle, which in turn he unintentionally reduces his points to lose to Neon. He's a better fit in Ryuki's Rider War, where you're meant to kill off other players. He seems to be only teleported out, and I wish that Kanato can find a way to cause another problem outside of DGP, or even disrupting it, so while he's eliminated, he's not exactly written out of the series.
Presuming Kanato's disqualification is temporary, he could always sign up for the next DGP, although I'm not sure how he'd try and improve his game. The difference between him and the other Riders is that they're fighting for their own hopes while Kanato doesn't have any hope and only wants to force his despair on others, hence why he didn't care whether he won or lost in the end. The DGP rules are stacked against people like him, as Ace points out that people who don't give up can still make a comeback.

Except the civilians Shirowe saved were already endangered when he found them, so Morio's actions are even more controversial for setting up his own heroism opportunities like that. In the event that he failed to save them, then he could probably claim justification from the fact that civilian deaths are temporary, but it's still a bad look for him and against the spirit of the game. Lots of games have similar exploits where you can indirectly kill NPCs.
Now that I think about it, I noticed that IzuSubs translated one of Michinaga's lines in Episode 2 as "scrubs", when "noobs" would've been more accurate, the same mistake they made with Ren saying the same line in Kamen Rider Saber (whereas TV-Nihon correctly used "noobs"). Maybe they don't know what that word means?
