He's another guy in the Vulcan/Valkyrie movie that feels less like a character than an obstacle? I thought he was more interesting in MetsubouJinrai, where he was like Why In The World Do You Think We'd Buy Robot Soldiers, since that felt like his own intolerance, but wrapped in the deniability of ZAIA's defeat. That's such a politician thing, playing both sides until one fails and then pretending you were only ever on the winner's side. I like that.

In Vulcan/Valkyrie, he's only there for Yua to teach (slash re-learn) a lesson about tempering societal cohesion with your own morality. He's just a guy who shouts I REPRESENT SOCIETY a bunch, in case you missed it the first time.

But, yeah, he definitely does not come across as something other than a villain.
