Hear me out on this:
- "Genesis of the Daleks" debuted in '75, and Metal Heroes debuted in '82 with Gavan. The timing is more than sufficient.
- Neros and Davros have very similar aesthetics: both are depicted as "old", almost always seen sitting, both have a colored "gem" in the center of their heads (though this may have greater significance where Davros is concerned), always wear black, movement is largely confined to raising their right hands, desire to command large armies, very vulnerable with little in the way of independent combat capabilities, very evil!
- Toei kind of already did a less-than-subtle Doctor Who reference about a year or so before Metalder debuted in '87. Episode 9 of Flashman in '86 is "Toki o Kakeru Hakase", or "The Doctor Who Travels Through Time".

I'll admit, some details are very generic as far as sci-fi villains are concerned, but I see enough evidence to think that someone took notice.

It's an interesting hypothesis (especially as Davros would have just returned in 1980's Destiny of the Daleks), but I don't know how well Doctor Who was distributed in Japan during the 70's and 80's. It's not impossible, episodes were screened in Hong Kong and other former/current UK colonies in East Asia / Australasia, but Japan obviously isn't one of those. Some of it as you say is generic evil behaviour - not moving is common for big bads of the era, armies are necessary for the shows they're in, and being very evil is kinda a requirement for being the main villain of a Showa Sentai show!
