Given the time travel aspect, it seems to me that he could be a love interest from Neon's future. And judging by their dialogue, there may well be a repetition of the story from Den-O, only with a change of sexes. I mean, he loves Neon, but not this version of her.
And also he could very well be Ace or Keiwa from the future, secretly infiltrating the DGP and using a device to change his appearance. But to me, the funniest thing is that Neon's parents don't support her. I wonder who her father is rooting for anyway? Maybe he is talking from a toad?
