Saving it for the final bit probably would've been overall better, but I also get why putting it here helps to serve as more pathos/motivation for Shigeru, and there's definitely some solid potential in terms of follow-up. I do really hope that Shigeru honors the promise he made in some way come the show's' end. It'd be a total waste of all the efforts that the episode went to give Tackle a proper send-off otherwise.
