It'd be a downgrade for Beroba, even if it's what's necessary for her goals. Perhaps it's a good excuse to make Beroba more manageable while not nerfing her main Rider (yet).

Guess I was asking because those 2 have poor showings on fighting untransformed recently - in ep. 24. Also poorer compared to their untransformed fight in previous episodes (including the GM Riders on ep. 22) with Keiwa taking several pawns at once and Neon using her henshin pose to block attacks. So perhaps it'd be more of why they seem 'weaker' on ep. 24, instead of them at this episode.
