I guess? We rarely get a sense of how large of an organization Fenix is, really. Some episodes make it seem like George, Hiromi, and Daiji are the only ones left to man the fort, until a new random character shows up like they've always been there. I'd hope most members are dedicated servants of justice, but maybe they're just cashing a paycheck?

Beyond that, this is a post-Showa Kamen Rider series, so it's best to go in with the belief that Fenix is already horrifically compromised and destined to oppose our heroes through actions that make the Giffamilia look like the Kamen Rider Kid Corps. "Shady", as a descriptor for modern Kamen Rider organizations, is frequently underselling it.
