Beyond that, this is a post-Showa Kamen Rider series, so it's best to go in with the belief that Fenix is already horrifically compromised and destined to oppose our heroes through actions that make the Giffamilia look like the Kamen Rider Kid Corps. "Shady", as a descriptor for modern Kamen Rider organizations, is frequently underselling it.

Obviously there can be more neutral party on what seems to be a good force (and I do agree that those joining a noble occupation isn't inherently more heroic than others, of which Fenix to public would be like soldier type), though at least among the current cast, the servants of justice (Hiromi, Daiji, several soldiers aiding those 2, Akemi, real Wakabayashi) outweigh the ones who aren't (George, Akaishi). About Fenix being compromised and opposing heroes, same applies to SoL from Saber before, I mean while the true nature of the organization is rotten, the noble members are still just and aren't at fault, just not all-knowing about the true nature, like people such as Rintaro being a part of SoL.
