Not sure how Racles could've resolved this otherwise though. His whole plan hinged on Dugded not finding out about his secret intentions, so he had to act discreetly around people to ensure that they all bought his narrative, especially Gira who he wanted to depict as the true king of Shugoddam. However, I don't condone Racles' actions either, as he still hurt a lot of people and it looks like he'll at least be judged for that next episode.

Gira is often shown to be a gullible guy though. While his fellow orphans were complaining about food rations, he held on to faith that Racles was a kind king and had a good reason. He was the only one who didn't realize Yanma's act in Episode 31, assuming they were all arguing for real. Sure, it may seem foolish for Gira to instantly jump on the first evidence of Racles' redemption, like how he suggested about him deliberately missing his vitals, but I think it's certainly in-character.
