I think it's less that Shotaro as a character is bad, and more that the show assumed that Shotaro was deep and nuanced enough to carry the entire episode. He's not, sort of by design. He needs a lot more characters around him in order to be the most compelling version of his character. Episode 11 didn't give him the tools to succeed!
