It's probably even worse. It could be a plot hole due to two conflicting information. In episode 18 @ 12:23, Glion boasted to Fuga in their last duel 10 years ago that Fuga can't return to the AU because Glion had tampered with the AU's top brasses memories. But in episode 24 @ 10:46 Glion told Minato that the AU's top brasses only know that Glion's recent return is due to being defeated by Fuga 10 years ago. Did Glion only recently tell the AU's top brasses that his return was due to being defeated by Fuga? Which means that the AU's top brasses didn't know for 10 years the exact why Glion disappeared from the face of the Earth.

In short:
In 2013 = Glion manipulated the AU's top brasses memories to make Fuga look like the culprit.
In 2023 = Glion recently returned and he simply told the AU's top brasses that he disappeared in the last 10 years due to being defeated by Fuga 10 years ago. This is even worse than having their memories manipulated by Glion, because it implies the AU's top brasses only have very narrow information channels that one member can simply lie about his decade-long disappearance to the whole organization, and the AU's top brasses believe it.

Sigh, both these possibilities reek plot convenience. Strangely, both episodes were written by Hiroki Uchida. The memory manipulation trick (and the resulting plot holes) is the worst part of Gotchard's story so far.
