Well, there is a long tradition in Kamen Rider of the Riders getting their power from the same source as the villains/monsters, so the writers could emphasize that aspect this season by making the Gochizous dangerous unless they're used carefully, e.g. without a driver. What I think is this

The monsters will be like Greeds

They will enjoy something so much they gorge themselves on it. Gavv comes in to stop that cause if its allowed to eat as much as it wants. Then something very bad will happen

The tickets could be a by product of that
