I'd think regardless if the apology is sincere many people think they still don't deserve a second chance because no matter how much they've changed or try to make up for it the damage is already done and they have to live up with it rather than getting a slap on the wrist. So sincere or insincere, to many it's no different, the main thing is how the misdeed is never undone.
