The sad reality is that Samurai/Super Samurai has aged so badly - the approach was cheap, the cultural misappropriation was touchy at best, and the actors (some, not all) haven't gone off into the sunset in a "Happily Ever After" sequence - despite reviving and redefining the franchise for a generation.
Yes, I know that's a little surprising, but it did have an impact at the time of its release. To put it in perspective, I remember handing out Halloween candy around that time wearing a cheap Mighty Morphin' Red Mask and I distinctly remember a kid blurt out "Jayden!" while doing it, an obvious reference to Samurai Red.
How many Ranger actors will be accused, or are guilty, of a real-world offense? In the words of Zurgane from Ninja Storm's "General Deception - Pt. 2": "TELL ME...WHEN WILL IT END!?"
As sad as this news is, I think it sheds light on what the franchise needs to be doing right now: Since there are instances of actors who can't return and instances like this one where actors shouldn't return, and since the "Nostalgia Craze" isn't slowing down, the license-holder for the franchise (be it Hasbro or somebody else) should do a plethora of "Team Return" Specials not unlike Toei to celebrate each individual Anniversary with some returning actors in addition to new actors. "Once and Always" apparently had the right approach to a point, and you can either make new villain suits or recycle some unused/un-adapted Sentai Monster Suits rather than just arbitrarily selling them at auction. That would keep interest in the franchise alive and allow the franchise license-holder to thrive on nostalgia dollars until a more refined approach reveals or presents itself. Just one person's opinion.
