Not a cultural thing, but basic human decency (and common sense). Sachika looking up female-looking Granutes clothes is as equally weird as Shouma looking up male-looking Granutes clothes.

The heavy-handedness came from the circumstance in the crime scene in episodes 5 and 6 (aka Minority Report's "orgy of evidence" meme) that led to Hanto transforming into KR Valen in episode 6. If Mr. Shioya was killed by the Granute in a direct, non-convoluted manner, then it'd have not been heavy-handed, but it'd have basically made Mr. Shioya a copy of Hanto's mom. Hanto's grudge toward Granutes due to his mom being kidnapped by a mysterious, elusive Granute with a red Gavv 18 years ago was more than enough to motivate him to transform into KR Valen, but the writers didn't use it and chose Mr. Shioya's death as the one that motivated Hanto to transform into KR Valen because the writers likely need to keep the kidnapping of Hanto's mom as another plot point in future episodes, which I think will be his conflict with Shouma (who will likely be revealed as the mysterious Granute), like I've hypothesized in episode 6 thread

Perhaps Nyelv does have a secret plan involving Hanto/KR Valen, and I'd like to see it unfold. That plan may also involve Kenzou as another pawn who has been manipulated by being supplied with top-secret information and objects such as the Granute's internal organ.
It'd make no sense for Mr. Shioya to be revived because it's said that a human dies if his Hito Press is broken. It'd also be too obvious and too easy to read. Some fan forums have been speculating about the existence of a Godly, divine, all-powerful entity who is able to revive all humans eaten by Granutes. If that entity indeed exists, then the writers of this story are also trying to out-Yuuya Yuuya Takahashi, like Gotchard writers were, haha.
