The episode, and a few other bits of BIMA-X, definitely give you all the context that's necessary. But a big part of Noir's' appeal is not only Gackt, but his whole stint he spends just bullying Ray in BIMA. Stuff like that is why I will never recommend anyone skip BIMA to get to X.
