I would maybe push back on this? Most main Riders (the Heisei/Reiwa ones, anyway) tend to be more focused on the little ways you can change the world for the better, like what Eiji's been doing over the past dozen episodes. The goals are usually Protecting Journeys and Protecting Smiles and Making Friends and Making Positive Changes In Your Life, you know? Sure, a Rider's going to step up during an apocalypse, but that's not their everyday goal. If anything, the misguided Secondary Riders are usually the ones that come in with impossibly high-minded goals and need to learn empathy and humility from the main Rider, leading to an embrace of the main Rider's worldview.
