Kougami's a guy who thinks the problem with the world is that people don't care enough, so he's always going to support someone's passion. He's a vibrant weirdo, rather than being a menacing weirdo. It's the thing that makes so delightfully not suspicious, despite the rampant mad science and tomb raiding and general corporate malfeasance.
