Perhaps, but he doesn't seem to view humans as less than Granutes either. Whether it's a human like his pal Suga or a Granute like his little bro Jeep, he has no problem experimenting on them if it benefits his research on creating the ultimate lifeform. But at the same time, he does sympathize, even to the unknown presidential rival who got assassinated and used for his ability.

Well, it's pretty hard to accuse someone of one of the most depraved crimes without implying a strong dislike for them. I have no problem with people hating Bouche, as long as they hate him for the right reasons, like neglect, human trafficking, murder and kidnapping, crimes we actually know he's guilty of, but I cannot condone severe accusations without proper evidence. I agree that Bouche is less terrible than the Stomach siblings, whose evil deeds immediately escalated after his death and while it's true that his neglect made them that way, I think Zombu is the true source of corruption for the company and Bocca for the current state of society.
