Ha ha, yeah, I certainly wouldn't fight you on this one feeling a little like a goof-off episode. I think it did some nicely subtly things for the Yume/Yomogi plot -- a big part of their arc is about the idea of just being present for other people in a responsive way, so Yomogi being a person that Yume can be vulnerable around is worth as much or more to her than someone who forcefully interrogates her reactions -- but the Sizumu plot is a total joke (positive) and the kaiju fight is a total joke (negative). I hope the production team doesn't need these 20-odd minutes by the end of the series!

(Disagree on the churro scene specifically, though. Masterclass in comedy!)
