I actually rewatched HeiGen Dr. Pac-Man earlier this month to celebrate the 28th birthday of Tenkuuji Takeru and since the only other time I'd likely rewatch this movie is during a rewatch of EX-Aid, which I don't want to do. While I agree it was more focused on Emu's journey as an intern doctor, I think Takeru had a good purpose here as a mentor, passing on his wisdom from the 15 Heroic Eyecons to help Emu overcome his hesitation to act, which gets a fitting payoff in the ending. Ghost also gets a new form, which is mediocre but compensates for the lack of one (and Ore Damashii!) in his summer movie.
