I do agree that there should have been a syndicate of some sort as the staying power behind everything with Abrella as the final boss. But another way of seeing it is that Dekaranger was a homage to police dramas, following an omnibus format with a few episodes tying into the main plot for the series finale. I remember reading somewhere that aside from their names homaging various types of tea, each Dekarangers were based off sub-genres of police shows as well:
Dekared - Police action (Explains his hot-headed guns blazing attitude)
Dekablue - Hard-boiled noir (watch episode 37 of Dekaranger)
Dekagreen - Mystery (He is the brains)
Dekayellow - Special Investigation (Not just CSI, but supernatural investigations as well as seen with her ESP abilities)
Dekapink - Cop comedy (most of her episodes involve trading places with lookalikes, baby who is in danger, etc.)
Dekabreak - Buddy cop (Ace rookie who learns to play along and grows to be a team player)
