I thought it was clear Kyoryu's low ratings were due to Gobuster's abysmal ratings.
It's hard for word of mouth to spread when no one is watching it to begin with, after all

I wouldn't expect to see ratings improve until episode 10 or so, since that would give it ample time to pull in the viewers Gobusters lost.
