I know, I added it this morning specifically to ensure accuracy. Apparently I should have clarified what the "Modification" in the title (or the display cards for the Accel and Lost Drivers) meant sooner.

It's incredibly obvious why Bandai went the Modification route - it's a hell of a lot cheaper. Complete Selection belts cost hundreds of dollars, even when they were new. Retooling existing DX belts and considering them "good enough" since collectors are willing to accept minor differences in scale is a hell of a lot cheaper, and it's reflected in the prices. It also means not having to redo dozens of collectible items, since that's the trend now, so that people can use their old Memories (and probably Medals and Switches and Rings to come...) with their new, improved belts. Super Best is a bunch of glorified DX reissues and are even cheaper, so they can still be appealing to retailers.
