Based on prior experience, it's best to paint the parts before assembly. Also, caveat emptor on the Hong Kong reissues, as the molds are borderline bootleg in quality. I own the 2007 reissue of Dekaranger Robo, and the clip that holds the right rotor of PatGyrer snapped off during assembly. I had to tie dental floss around the clip to hold it in place. Also, the stickers are poorly printed and cut. Just a fair warning; unless you're an experienced modeler, don't bother with the Hong Kong reissues.
