It always seems Decade's victories when he's "Evil" relies completely on his opponents forgetting to use their completely OP and broken powers.

I know I'm a bit late, but I'd like to point out a few things about that statement.

First, Skyrider was not running away in that scene. Him, Kabuto and Super-1 were looking for Decade but got ambushed by their target. The closest thing he did to running away was trying to dodge when Decade started with a finisher attack.

Second, Kabuto did slow down time. But Decade did it first, which is why Super-1 went down easy, and then turned invisible as well. Since that was a Decade movie and not a Kabuto one, reality didn`t rearrange itself to let Kabuto beat an opponent who was both clocked up and invisible.
