No it's because kids idolize heroes. So they don't buy villains. When there are as many costumed heroes as Japan has like every kid wants to fight for justice. And when it comes to SHFiguarts, which are not primarily aimed at children, adult collectors tend to pass on villains because they grew up always watching the heroes win.
