Phantom is the Sixth of Turbo because it's assumed he is Human. And when I said HUman, I didn't mean of Earth. I meant they morph. I should've been clearer on that

And no. They both do. Troy of Triforia counts as the sixth, because they merged into one being to become Gold, and Jason counts as Sixth cause he was Sixth.
