Obviously, I hope the returning actors get to play a part in the story without stealing too much focus from the main cast.
My assumption, based on Ahkim B's statement that budgets don't control guest appearances, the E.P. does (Tzachor), is that they decided to cut Rhett's part out of the anniversary because they don't have the Titanium suit (as Japan never had it, it was made strictly for the USA). If you don't have a suit for a cool little "one-over" image on the actor, or for Megaforce Silver to morph in to, why have the actor return?
Nearly all the props they're getting are from Toei. I doubt Toei kept anything other than a design sheet for the suit, and even then, who knows what happened to it.
Don't get me wrong - I want Rhett Fisher back badly. So badly. But that's the only reasoning I can think of is that they wouldn't have a suit to represent his Ranger, thus, why bring him on?
