Nearly all the props they're getting are from Toei. I doubt Toei kept anything other than a design sheet for the suit, and even then, who knows what happened to it.

Don't get me wrong - I want Rhett Fisher back badly. So badly. But that's the only reasoning I can think of is that they wouldn't have a suit to represent his Ranger, thus, why bring him on?

I do not doubt the possibility of the Titanium Ranger suit having been lost. However, I think the likelier answer is Jonathan Tzachor wanting to stick closer to the story of Gokaiger. The closest thing we got to a GoGo-V tribute was a brief appearance by GoGreen in the final episode. Why would Tzachor put the Titanium Ranger in the show, especially when it would require all-new footage?
