The problem with putting it on the actors is that its not just that they're not going to get paid much if anything for doing this - it's that Saban is going to make a ton of money off of their effort. This isn't a charity gig.

The official line is that there's not money in the budget - that doesn't mean they're scraping by to put this show on, it only means Saban only allotted a slim amount of money to achieve this. He's still going to be making a massive profit either way.

They just planned it poorly. If Saban wants this to happen, he needs to meet them somewhere in the middle. Most of the actors are North American, and flights to New Zealand are expensive. So shoot the reunion scenes somewhere in the US where a flight will cost a couple hundred bucks, as opposed to over a thousand to New Zealand.

Toei could manage it a lot easier because everyone involved lived in Japan. If all those actors had to fly 10 or more hours on their own dime just to be involved, they probably wouldn't have managed it either.
