That's not a great example, because when things like that are abused, it ruins it for everyone. As a result of silly petitions like that, the White House actually raised the number of petitions needed to get them to respond to things.

But jokes aside, the point is that enough petitions absolutely can get decision makers to pay attention to things like this.
