I wouldn't vote Billy because while he is a genius and builds a lot of stuff for the team, he's not the best fighter, and it took 3 seasons to be able to handle a group of Putties while unmorphed.

Please wait 11 months for back up in battle, I need to cath up on watching 'All My Children'" method of recruitment. But Max has Aquatic Cobat abilities because Shark, and would put up a challenge for Tori.

Tori is hot, yes, but she also had Ninja Training. It's not really said how long she's been a ninja, but it's at least one year of formal training. She has Water-based Ninja Powers, along with standard ninja magics.
