You see, you've described "Beginnings" Sky if he had SWAT mode. At the end of S.P.D., Sky had learned to swallow his pride and accept his color and rank, as well as get over his sexism and learn the value of teamwork. He grew into a capable leader, which is why he was promoted to Red Ranger (and eventually Commander of S.P.D.'s Earth base). Sky is a competent and willing Ranger, taking his duties and responsibilities very seriously. His additional strength and firepower helps, too.
