Part of Tommy's whole thing is that he's really good at martial arts, even without Ranger powers involved. The man spin kicked a T-Rex in the nose unmorphed. By any non-superpower standard, Tommy has plenty of power.
Tommy would absolutly flatten Adam in a no powers fight.

Doesn't mean it'll accomplish anything. Just means I could do it.
Adam came to Angel grove for some sort of Ninja competition, additionally, he shows martial arts prowess that isn't aligned with a ninja style.
Adam has two fighting styles under his belt, while Tommy has his one (Tommy may have gotten the Ninja powers, but he fought the exact same manner, except he might have a second pair of clothes laying around).

Additionally, if we're rolling with the "Zeo powers continually grow stronger" statement, and Tommy is specifically using his Dino Thunder powers, then badaboom. I'm pretty damn sure 15 years of continual power growth is better than "SET HIYA"-ing your way through a fight.

And I don't think Tommy has the 6th ranger division as a dead win. Eric, Ryan, Jason, and RJ are all fairly popular 6ths.
