That's actually the one thing I really like about Haruto. He's way more proactive then the rest. He spends his days out looking for the monsters. If he thinks he has a lead on what the Phantoms are up to, he'll go check it out if he has no higher priorities (IE protecting gates). Most of the other Riders tend to just sit around until trouble is dumped on their doorstep. Like you said, a lot of the older heisei riders tend not to give two craps about anyone not killed right in front of them. It's like saving bystander is just a convenient side effect as far as they are concerned. Heck at one point Tendo (Kabuto) depowers Drake, The Bee and Sasword and wants to depower Gatack so that they won't kill a worm that he doesn't want killed. How many innocent people get killed with three less riders to fight the worms?

That's why I like Haruto. He's one of the few that honestly seems to put saving people as his top priority no matter what the situation.
