If I had to guess, I'd say that the voice actors weren't meant to be as prominent, but that changed fairly early on in production. Probably didn't help that they had some really high profile voice actors.

It is quite pathetic that the further the show progresses the more Ryou seems to be phased out of his own show. At least in Jungle Fury when Casey started as a true rookie and a bit rubbish, they used that as a device for him to grow over the course of the season, this show actively blocks Ryou's progression.
