Hazards mean nothing to Jack, who can phase through walls. Sure Carter has his skills as a firefighter but if the floor goes, or fire blocks his path he basically has nothing, Jack can run right through it - even if he couldn't, Jack is just a better mover, he'd probably just run on the wall and over a fire. This is important because if Jack and Carter have the variable of innocents to protect, I'd actually think Jack could take them further even without Carter's skills. So I'm going with Jack here.

In a straight fight, I'd go with Jack again. Carter may have the better arsenal as all the SPD Rangers really got were bigger guns each time but Jack worked those guns like they were extensions of himself. Honestly with kind of skill he showed with his Delta Blasters, I'm not sure he'd even need anything else to take Carter down and he'd do it all with style.

So yeah, Jack overall I think.
