My vote goes to good old Carter. With the environment I listed, I think both of them could do well. But Carter to me at least would have a bit more of an advantage due to him being trained to respond to situations like this to rescue people. And in a battle, I think it would help. He's trained to weave in and out of debris and fire to save people, through those skills in when it comes to strategy and fighting and I think he could have the battlefield on his side. Jack as stated can phase in and out, but it doesn't mean he can easily gain advantage when it comes to moving. His parkour would come in handy here, but I'm pretty sure fire beats man.

When it comes down to weapons, both are fairly equal in my opinion, but Carter wins in the weapon department. Mostly because he has a bit more of a variety. Jack, and the rest of S.P.D. as a whole just kept getting upgraded guns. Carter and Lightspeed got guns as well, but they were very versatile. The standard Rescue Blaster could switch from gun to sword mode, and the V-Lancers could do this as well but on a bigger stage. Plus, the Rescue Blaster and Thermo Blaster play well off of each other. The RB can act as a fire extinguisher, and the TB is able to produce more flames. Carter can easily use one to trap the opponent in, and the other to set himself free. Now in all fairness, Jack does have the advantage of his weapons being more useful in a range fight. But if he gets too close, he's gotta deal with the V-Lancer, which as we've seen is just OP.

Taking in their civilian skills, Gosei said it best. Carter was trained to deal with any type of rescue emergency, while Jack was trained as a simple police officer. This gives Carter the immediate advantage of being able to handle any situation whether it be a dangerous environment such as a burning and collapsing building, or a simple forest. Jack may have psychic powers that let him phase in and out, but sooner or later you're gonna get caught. Hand to hand combat though I'd give to Jack. Being a police officer, he was trained to deal with any type of hostile situation. So I think he'd win in a straight up street fight with no weapons.

But as a whole, Carter wins it for me. He has the better training to deal with the battleground and situation given, has a more versatile arsenal which allows for long ranger and short range combat, as well as getting him out of any binds while setting a trap or two, and while Jack's arsenal has a bit more of a kick to it and he can phase in and out, Carter just brings more well balanced arsenal and better strategic thinking to the fight.

Point goes to Carter for me.
