No, that's what I thought too! Bandai had already gone through the process of making "Samurai" toys, which were the "Mega Modes" because at that time it was assumed that Shinkenger was not going to be adapted and Samurai would be a toyline with no show support, so they made them look what they thought would sell to boys better.
Once it was decided that Shinkenger would be adapted, Bandai did not want to lose all this money they had spent making these "Mega Mode" toys, so Saban had to find a way to include the "Mega Mode" in the show in order to advertise the toys that were being made. I'm pretty sure that's why none of the Wave 1 Samurai toys had anything but the "Mega Mode".

I always considered Mystic Force and SPD two of my favourite seasons just behind Time Force. Mystic Force got too obsessed with Nick towards the end, but I thought they did well with making an enjoyable adaption of Magiranger while keeping things unique and different at the same time.
