What everyone is forgetting is that a major reason for the success of the Power Rangers *was* the character Tommy and the Green Ranger. He solely is the reason for so much success for the franchise. There's a reason they had him re-written in to the story, produced the Zyu2 footage, and eventually brought him back as the White Ranger.

It's because the fans WANTED Tommy, they LOVED Tommy, and he became "THE POWER RANGER" of the entire franchise. To this day, people still recognize Tommy more than any other Power Ranger.

Jetman would have been interesting, but it would have never caught on with as much success as Zyuranger did. The reason is because in Jetman, there would be no need to bring in a "Tommy" character like in Zyuranger. That, and if you want to get picky, the suits are so much more "team oriented" in Zyuranger than Jetman.
