Have we seen any monster designs as yet? What made Kuuga and Agito "Dark" was moreso the nature and visual cues of their villains. If the Riders are bright and cartoony, one should hope that the villains are totally grotesque in comparison.

As for this guy's writing cred as the dude who made Madoka and oher shows like Fate....It might be a case of him trying something new in his writing style. Having a big name franchise like Kamen Rider on his portfolio is sure to be impressive for any future endeavours he might want to seek out.

I don't think you understand what makes a show "Dark."
It's not character death. Having oodles of character deaths actually makes it cartoonish. It prevents the audience from getting attached to characters because we're losing one every 4 weeks.

What makes a series "Dark" is simply how it's written. How the characters act and react, motivations, goals, and histories.
Death does not equal dark. Death is just a crutch to make a show seem darker and more adult.
