I guess that makes sense as to why so much effort is put into the umorphed fights. It's sorta like super sentai but shifted along, where the Henshin Hero bit is like the tacked on part like the Megazord bits usually are. And the civ fight that usually opens the fight, is the main event.

Out of story, it's because that suit is so damn heavy that they can't use it for very long. It's either have it for those brief moments of awesome or go all-out CGI like the third season has done, and Garo doesn't really have the budget to do that very convincingly unfortunately.
