Although I don't think SPD was that great a season, I think they established that Grumm was answering to a higher power really well. I also loved how they did it, because you never knew if he was just plain nuts or not.

Jungle Fury on the other hand, I feel suffered the other problem, basically every villain in that show was a General, and it was amazing just how monotonous it got when every villain was 'THE STRONGEST WARRIOR IN MY ARMY'. Like I'd rather not have filler, or monsters of the week, but it made you realise how important they are in establishing the threat of the important villains.
