That's an interesting interview. Urobuchi keeps focusing on how the powers aren't what makes a hero, it's what you do with them. Most end up as monsters, but a select few become heroes. It's a theme that has been explored with most Rider shows, especially the ones with collectibles (Gaia Memories, Medals, Switches, etc.) where the villains and the heroes share the same source of powers. I hope this is fully developed into the series, showing that what makes a hero is his or her actions not the powers.
My favourite bit from that interview has to be that last one:

I’d actually like it to be a guideline for kids growing up. I also grew up with Tokusatsu heroes, and they’re still a part of my life. When the kids are faced with a dilemma, I want them to think, “What would that hero do?“
This strengthens my faith in the guy. This is ABSOLUTELY what every Tokusatsu show should be about, in my opinion. Make no mistake, even in darker shows like Ryuki, there is at least one role model who defies all odds to be a hero. In fact, there is greater potential to create this sort of hero in a darker show, as it shows his or her strength compared to the darkness around him.
If Kouta ends up being this hero like I think he will be, he would be in the running to be my favourite Rider.
Imagine, Urobuchi giving kids a real role model! Who'd have thought?!?
