I had to buy the entire set to get the Philip/Shotaro one. Of course, I also wanted most of the others in the set, so that worked out for me.

There is a new version of the Cyclone/Joker memory, from the final set, I would think eBay probably is your best bet right now, but a few other random ones from the new sets have shown up on Mandarake, so you might get lucky.

This is likely your best bet for the individual Cyclone and Joker memories, and has Heat and Metal as an added bonus.
