Urobuchi seems to want to emphasize the "forbidden fruit" aspects of Kamen Rider. While some shows touched on how the Rider powers are often from evil sources, Gaim might be the first one (at least as far as I've seen) that really explores this concept.
It seems clear to me that the whole Rider business is corrupt, and so is the Invess game. Kouta was introduced as a very likable guy, so perhaps the whole Rider business will start to creep up and change him. We've seen bits of that already in episode 3. The show will be about how Kouta holds on to his goodness in spite of the evil around him. That's what I'm guessing anyway.
