So 25 Power Animals plus Soul Bird were officially made as toys. Four others were seen in the final episode only with no toys:

Gao Peacock
Gao Stingray
Gao Horse
Gao Mouse

All other power animals had concepts but not all of them had designs drawn up. The Sentai 1975-2001 Visual Book has the entire 100 animal list as well as the propsed to design for roughly 10 more of the listed Power Animals. They would have been amazing
